St. George permits: choose the jurisdiction and portal first
Confirm who governs the address before filing; St. George separates building permits, plats and site plans, and planning applications across different routes.

Start with the project address, not an application portal. If the address is within St. George, the city’s Planning and Zoning department is the first development doorway. An address outside St. George may be in another municipality or unincorporated Washington County, so it does not automatically belong in the county system.
For work routed to the St. George Building Department, register for CityInspect and use the city’s CityInspect portal to request the building permit. The Building Department page is also the current route to forms, checklists, design criteria, and staff contacts. Creating an account or uploading plans is not permit approval.
Planning work has a second split. St. George sends plats and site plans through CityInspect, but planning applications and sign permits through CitizenServe. A project may need one route, both routes, or another review entirely; the project type and the city’s current instructions decide that.
Development Staff Review is the earlier conversation for understanding the steps attached to a potential development project, and it requires a conceptual plan for staff review. A Pre-Application meeting is for a proposed site plan and utility drawings before a building-permit application. Development Staff Review normally comes first, but an applicant prepared with the conceptual plan, site plan, and utility drawings may request a combination meeting on the same date.
These pages do not decide whether a particular job needs a permit, planning approval, engineering review, utility approval, fire review, or a licensed contractor. Zoning, overlays, fees, submittal documents, and inspection steps also remain address- and project-specific. Use the current city pages rather than an old checklist or saved meeting schedule.
Before filing, save the exact address and parcel information, write a plain description of the work, and gather the concept plan or site and utility drawings already available. Confirm the governing municipality or county, then open the matching building or planning route. Keep the portal confirmation and the version of every checklist used for the submittal.
